As Hempstead shows, periodic crises in life, fire, health, auto, and liability insurance highlighted gaps between the coverage that insurers were willing to provide and what the public demanded. Katherine Hempstead is a Senior Policy Adviser at the Robert Wood Johnson Foundation, where she focuses on federal and state policy as it pertains to health insurance coverage, health care costs, and access to care. She publishes on health policy topics and also in areas of demography, particularly mortality. Before coming to the foundation, she worked in state government and held posts in academia.
