En tal contexto, esta importante contribuci n a la doctrina de la responsabilidad del Estado del profesor Jaime Orlando Santofimio, Consejero de Estado y profesor de la Universidad Externado de Colombia que se edita en la Colecci n Estudios de Derecho Administrativos de la Editorial Jur dica Venezolana, aborda, desde la perspectiva convencional y constitucional, tres hip tesis altamente significativas de la actividad judicial anormal que generan responsabilidad del Estado: la de la privaci n injusta de la libertad, el error judicial, y el defectuoso funcionamiento de la administraci n de justicia, todas ellas de incidencia inevitable en el mbito de los derechos de las v ctimas que estas actividades generan, como consecuencia de la responsabilidad que se puede derivar del ejercicio de los poderes p blicos en todo Estado materialmente considerado como democr tico, social y de derecho.
