Este libro estudia la nueva reforma del Estatuto de Transición aprobado en enero de 2022 por la Asamblea Nacional de Venezuela. El Estatuto fue dictado originalmente en febrero de 2019 a los fines de regular las consecuencias jurídicas del reconocimiento del presidente de la Asamblea Nacional como presidente encargado. Posteriormente, en diciembre de 2020, fue reformado para ratificar la continuidad constitucional de la Asamblea Nacional y del presidente encargado.
La nueva reforma reiteró esa continuidad. Sin embargo, la reforma aprobada en primera discusión por la Asamblea Nacional en diciembre de 2021 pretendió modificar el estatus del presidente encargado para asignar el ejercicio de las funciones de la Presidencia de la República a la Asamblea Nacional. Esto generó un intenso debate en el seno de la Asamblea y en la opinión pública, con diversos análisis en torno a las implicaciones constitucionales de esta reforma. En tal sentido, el libro recoge los documentos fundamentales de la reforma del Estatuto, de acuerdo con las versiones aprobadas en primera discusión y la versión definitiva, que en segunda discusión mantuvo el estatus del presidente encargado.
