En la obra, el autor analiza hist ricamente la disciplina, en cinco grandes etapas. La primera, que se inicia en 1946 con la publicaci n del decreto de creaci n de la Comisi n Nacional de Urbanismo; durante la cual se sancionan la ley de expropiaci n por causa de utilidad p blica y social y las nuevas ordenanzas sobre urbanismo superando la cl sica concepci n romanista de edificaci n; estableci ndose la distribuci n constitucional de competencias entre la Rep blica y los Municipios en materia de ordenaci n urban stica.
La segunda etapa, que comienza en 1958 y se mantiene hasta 1982, fue la de la m s inusitada expansi n urbana en Venezuela, basada sin embargo en una dispersi n reglamentaria de normas, y el desarrollo urbano a trav s de la descentralizaci n funcional.
La tercera etapa se inicia en 1983 y dura hasta 2001, y es durante la cual se sancionaron la Ley Org nica para la Ordenaci n del Territorio de 1983 y, en 1987, la Ley Org nica de Ordenaci n Urban stica.
La cuarta etapa que comenz en 2002 con la aprobaci n del Decreto presidencial n 1.666, dio inicio una era de dispersi n, caracterizada por la construcci n fren tica de viviendas y la destrucci n progresiva del sistema de planes urban sticos.
Y en 2011, comenz la quinta etapa, de atomizaci n normativa, con la aprobaci n de la Ley de emergencia de terrenos y viviendas, acabando con la tradici n normativa iniciada en 1946, bajo una concepci n particularista del urbanismo y su derecho.
La obra finaliza con una revisi n exhaustiva sobre los ltimos hechos y actos que han modificado la estructura del Derecho urban stico venezolano.
