In post-coup Myanmar, Naypyidaw's policy options were not conditioned by public opinion or protests; nonetheless, armed resistance has posed new domestic constraints in the CMEC's implementation. Clearly, bilateral economic agreements without citizens' endorsement are fraught with legitimacy problems and instabilities.
